The Site is an approximate 13.9-acre parcel identified by tax parcel identification numbers 123.01-1- 9 and 1001.-51 and is located approximately 1 mile southeast of the Kensico Reservoir in the Town of North Castle and Harrison in Westchester County (See Figure 1 – Site Location Map). The northwestern portion of the Site contains a swimming pool, wading pool, basketball court, and recreational field. Pool and recreational activities are inactive, as the property has entered receivership. An asphalt parking area and a cellular tower are located in the southwestern portion of the Site. The remainder of the Site is occupied by an inactive C&D waste landfill (Rocky Ledge Landfill), which is present on approximately 9.8-acres of the Site. The Site is bounded by Old Orchard Street and wooded land to the west, wooded land to the south, and residential developments to the north and east. The site entrance is via a parking lot on the east side of Old Orchard Street. The Town of North Castle zoning map indicates that the Site is zoned as a One Family Residence District (1-acre). The street address of the Site is in the Town of North Castle, however, the landfill footprint lies within both the Town of North Castle (west) and the Town of Harrison (east) (see Figure 2). The northwest portion of the Site was previously used for recreational purposes, however, the Site activities are currently inactive, as the Site has entered receivership. The remainder of the Site is mostly vacant with portions of the southwest used as a dumpster staging area and parking lot.
