Executive Summary

Secure an asset in Baltimore’s vibrant Midtown submarket with flexible zoning providing significant potential for creative repositioning.

211 E 25th Street is a four-story building comprising approximately 5,000 square feet on a 0.11-acre corner parcel. The charming brick building features front and back office suites on each floor, for a total of eight, and each suite is separately metered with its own electric HVAC unit. Additionally, 211 E 25th Street has eight rear parking spaces, a rare advantage in such a dense area. The roof was replaced in 2015, minimizing near-term expenditures, and the property is to be delivered vacant, offering a clean slate for investors or owner/users.

211 E 25th Street’s flexible zoning and prior stabilized income herald strong repositioning potential. The property was previously leased by the City of Baltimore, which paid $67,265 of base rent in 2024, and the site was a multifamily dwelling before becoming an office. 211 E 25th Street is zoned Office Residential (OR-1) and Mixed-Use Overlay District (R-MU), agile designations for opportunistic investors. This versatility offers several paths for new buyers, including single- or multi-tenant office leasing, mixed-use repositioning, and conversion back to a multifamily asset.

Located in the Baltimore Midtown submarket, 211 E 25th Street is among the city’s most renowned historic neighborhoods, rich cultural and entertainment destinations, and beloved local establishments. The submarket is bookended by downtown and Johns Hopkins University, making it attractive to professionals, students, tourists, and families. Seamless access via walkable public transit stations and proximity to Interstate 83 further enhance the property’s long-term value. Underscoring Baltimore Midtown’s desirability, vacancy rates for office and retail assets are markedly below the metro average with historically strong rent growth. As of Q2 2026, the submarket’s office vacancy rate is 7%, while the neighboring CBD submarket has a vacancy rate of 19%.

About Baltimore Midtown

Midtown is one of Baltimore’s most rapidly gentrifying areas. Spanning from Mount Vernon up to the edges of Johns Hopkins University and Druid Hill Park, the neighborhoods encompassing it have experienced tremendous revitalization in recent years. Coupled with an uptick in community engagement, there are increasingly more opportunities here for office tenants.

Several projects are in the works that have the potential to be game changers for the area as a whole. In the heart of Midtown, the renovation of Penn Station is slated to bring more than 1.5 million square feet of office, retail, and multifamily space in the next five years. The project was awarded $3 million in historic tax credits in 2019 and got Opportunity Zone investment early in 2020 from a fund linked to Fells Point-based Brown Advisory. Couple that with the 2022 completion of City House Charles, a mixed-use development featuring ground-floor retail and high-quality office space, and the office inventory is modernizing.

Farther north, the Old Goucher, Remington, and Charles Village neighborhoods are leading local gentrification. These areas are tight knit and have a vested stake in the advancement of civic initiatives. Commercial development has been on the rise there over the past decade, sparked by the arrival of the mixed-use project known as Remington Row in 2016. The project includes 108 multifamily units and 45,000 square feet of office space. Another cornerstone in this burgeoning live/work/play area was the opening of Faddensonnen by famed restaurateur Lane Harlan.

Baltimore Midtown’s office market benefits from its proximity to downtown and offers an affordability factor not typically seen in other city-based office nodes. As such, average asking rents are typically significantly less expensive than those within the CBD, largely owing to Midtown’s smaller, aging stock of office product.
