The Commonwealth of Virginia’s public safety functions include both the Commission on the Virginia Alcohol Safety Action Program (VASAP) and the Office of the Secretary of Public Safety and Homeland Security. VASAP’s statewide roots trace to a federally supported alcohol safety initiative begun in 1972, followed by statewide expansion through legislation in 1975. In 1986, the General Assembly created the Commission on VASAP to oversee and standardize local Alcohol Safety Action Programs that deliver court-referred services. The Commission administers a network of local programs providing probationary oversight, education, monitoring, and referrals for individuals convicted of DUI and other related offenses. The Office of the Secretary of Public Safety and Homeland Security is part of the Governor’s cabinet structure and advises the Governor on public safety and security policy. The office oversees and coordinates work across multiple state agencies involved in law enforcement, corrections, emergency management, forensic services, and related public safety responsibilities. Together, these entities support statewide highway safety and broader public safety policy, administration, and program oversight within Virginia state government.
