Jordan Seemans currently serves as the Manager of Government Affairs and Community Relations for Harvey Hanna & Associates, a multidisciplinary real estate investment, development, and management firm successfully creating sustainable industrial, commercial, mixed-use, and hospitality properties. From 2020 until 2025, Jordan served as an appointee to State Treasurer Colleen Davis, most recently as the Deputy State Treasurer. In this position, he oversaw matters pertaining to team development, resource planning, project prioritization, short- and long-term planning as well as the State Treasurer’s policy and legislative portfolios which include managing relationships with lawmakers and executive branch officials. Prior to that position, he served as the State Treasurer's Director of Policy and Communications. Before joining the Office of the State Treasurer, Jordan served as the Director of Legislative Affairs for Governor John Carney from 2017 until 2020. This position provided analysis on a wide range of federal, state, and local issues that come to the attention of the Governor. Additionally, he assisted in developing and monitoring public policies, as well as analyzing all legislation that is considered each session and providing consultation directly to the Governor. He also served as the Governor’s direct liaison to the State’s 57 municipalities. In 2019, Jordan was selected as a Henry Toll Fellowship Leader through the Council of State Governments. The Toll Fellowship Program is one of the nation’s premier leadership development programs for state government officials. Before joining the Office of the Governor, Jordan managed the 2016 Delaware Democratic Party Coordinated Campaign and worked as a political consultant and strategist with government relations and public affairs firm Ruggerio Willson & Associates in Dover, Delaware. In all capacities, he has worked closely with elected officials from both sides of the aisle, spanning all forms of governments, on issues ranging from retirement insecurity, fiscal policy, education policy, criminal justice reform, energy, housing development and infrastructure investment. Prior to joining Ruggerio Willson & Associates in 2013, Jordan served as the Legislative Aide to then Speaker of the House Robert F. Gilligan in the Delaware House of Representatives. In 2012, he was selected by the Council of State Governments as a Robert J. Thompson Leadership Academy Fellow at the University of Pennsylvania. A Delaware native, Jordan graduated from the University of Delaware in 2008 with a degree in Political Science. He resides in New Castle County with his wife, Mary Alice, who is a public-school teacher, and two sons Jamie and Owen.
