Prior to expanding her commercial real estate practice, Layla built a career advising developers, businesses, municipalities, and community stakeholders on complex land use, entitlement, development, and public affairs matters. As Principal of Social Matters, Inc., she has provided strategic consulting services to a diverse portfolio of clients, including major developers, business organizations, public agencies, and community groups. Layla previously served as Chief of Staff for Phoenix City Council District 7, where she acted as a senior policy advisor and worked extensively on planning, development, transportation, economic development, and neighborhood issues. Her experience navigating municipal processes and collaborating with elected officials, city departments, developers, and community stakeholders provides clients with valuable insight into the factors that influence commercial real estate decisions and development opportunities. Earlier in her career, Layla served as Chief Operating Officer for JSL Management, overseeing the growth and operation of multiple businesses, retail locations, and commercial properties. She led business expansion efforts involving site selection, zoning, permitting, community outreach, marketing, and operational strategy, helping grow the organization from $7.5 million to $94 million in revenue and contributing to significant acquisitions and mergers.
