Sarah K. Wiebenson is a nationally recognized retail placemaking strategist with more than 25 years of experience bridging public interests and the commercial real estate industry to create vibrant, retail-anchored urban destinations. She specializes in street-level activation, retail district character development, and strategies that support both small businesses and long-term asset value.
Sarah is the Founder and Principal of Grounded Collaborative, a boutique retail strategy consultancy that advises real estate investors, downtown organizations, and public agencies on asset positioning, tenant strategy, and revenue-driven placemaking. She is known for translating complex market dynamics into actionable retail strategies to increase foot traffic, support long-term value, and create places people want to spend time.
Previously, Sarah served as Vice President of Economic Development for the Downtown Denver Partnership, where she led retail activation along the 16th Street Mall during a multi-year reconstruction—successfully supporting the retention of every small business in the active construction area. Her public-sector leadership also includes senior roles with the City of Boulder, where she led a citywide retail study, a commercial district revitalization strategy, and represented the city in a high-profile public-private development effort.
Across her career, Sarah has built nationally recognized programs in retail activation, small business retention, and district revitalization—many emerging in response to economic disruption and designed to deliver measurable, lasting impact.
