As Managing Director of Citadel Property Advisors, Tim Blum leads the firm’s efforts in sourcing and evaluating high-impact retail development opportunities, including those pursued through its joint real estate fund with Innovative Capital Advisors. With a proven ability to envision what under-performing assets can become, Tim has reimagined numerous underutilized shopping centers and industrial sites, transforming them into thriving retail destinations through strategic merchandising, adaptive-reuse expertise, and thoughtful placemaking.
Most recently, Tim spearheaded the redevelopment of a functionally obsolete industrial park in suburban Milwaukee, reshaping the 69-acre site into The District—a mixed-use community featuring retail, dining, and residential offerings. The project’s first phase, The Mayfair Collection, involved the adaptive reuse of warehouse buildings along Highway 45, converting them into modern retail environments that have attracted hundreds of thousands of visitors from across metro Milwaukee. Tenants of Phase I include Nordstrom Rack, Saks Fifth Avenue OFF 5TH, DSW, Ulta, J.Crew Mercantile, and Dick’s Sporting Goods.
Phase II introduced a Whole Foods Market, HomeGoods, and several innovative restaurant concepts developed in partnership with The Bartolotta Restaurants. Long-term plans call for the addition of more than 1,000 luxury apartments to be delivered over the next five to seven years, further strengthening the project’s mixed-use appeal.
