RUMCLO Developments Ltd. is seeking a qualified equity investor or joint-venture partner for a large-scale, master-planned residential development opportunity in the Liverpool/Mersey Point area of Queens County, Nova Scotia.
The project comprises approximately 28.8 acres across eight contiguous and nearby parcels and is planned as a diversified, multi-phase residential community incorporating for-sale and rental housing. The proposed development includes 104 semi-detached units, 24 townhome units, and nine apartment buildings containing a total of 72 rental units. This blended model is intended to generate near- and medium-term profits from residential unit sales while also creating a long-term recurring income stream through the rental portfolio.
The development is organized into three coordinated residential components:
The Point on the Mersey — a waterfront-oriented district planned for 104 semi-detached units, positioned toward buyers seeking space, privacy, water views, and a coastal lifestyle.
The Curve — a suburban-style district planned for 24 townhome units, targeting first-time buyers, downsizers, families, and investors.
Birchwood Gardens — a planned affordable rental district consisting of nine buildings with eight apartments per building, for a total of 72 units. The rental component may benefit from significant government support toward eligible construction costs, depending on final affordability commitments and program approval.
The property benefits from a large development footprint, natural surroundings, waterfront elements, local road access, and proximity to Liverpool’s schools, healthcare, recreation, retail, and community amenities. Planned municipal water and sewer servicing is expected to support the staged buildout of the project. The development concept has been structured around phased delivery, allowing construction activity to respond to market absorption, manage capital requirements, and generate early sales validation before advancing into later phases.
Current projections anticipate more than $61 million in total project revenue, approximately $21 million to $25 million in development profit, and potential recurring annual rental revenue of approximately $900,000 to $1.3 million upon completion and stabilization. These projections are estimates only and are subject to construction costs, financing, approvals, market conditions, subsidy availability, absorption, and other development risks.
